I am currently in search of someone who could do a couple jobs for me

I am looking for a site that revolves around a blog more or less--the main page would be a portal with links to a blog and a forum...

The blog and the forum would be tied hand in hand together meaning I would want a user whos registered on the forum to be registered on the blog

Also I would want the blog to create a link to a specific field on the site where it would auto-create a new topic for every new blog to be discussed

I would also be looking for someone to give me the admin cp controls to control who can and cannot post on the blog- certain days to certain people
