There are quite a few reseller hosting companies that could meet the above requirements. One of the most important things we've seen, is that you'll want to pick a host who can expand your options as you grow.

Do you have any idea of about how many client accounts you'll plan on using?

You will find cheaper deals with US Server based companies than european companies.

It may be cheaper indeed but if the majority of his clients are in the UK, then it wouldn't be in his interest or his clients. There are some good UK hosts who may be able to work with you on that budget, although some european providers see greater costs with quality bw.
