I think OP asked about the TIME of release, i.e. hours:minutes.

eNom domains contain the exact time in whois info but if a registrar doesn't put it there I guess someone should write code to see when it's free and catch it before someone else does.

also a locked domain would get it that cycle I mentioned earlier so it wouldn't be possible to get it right after it's expired.

Yeah i wanted to know what time. I have it in snapnames to buy it but snapnames don't know when it expires. Is that normal?

I don't think you can expect them to know the exact moment but they should be able to say on that day which is x days after expiry date, and if that service you mention is kinda backorder service then they should retry in short intervals to get domain for you when release time gets near however they may or may not know the exact moment. If that's like a shopping card only you'd be responsible to do the last step once domain is released, based on it's popularity there may be someone else waiting for that moment too.

If that's a survival related thing! then search for a backorder service or something.
