Were looking to host 1000+ sites on a single server, which processor would you prefer for best performance.

3Ghz petium 4 processor

2x AMD Opteron 246

P43.0 is ok if all websites are static, you may host any number of websites upto your HD capacity.

Opteron 165 dual core , If some of them have little forums and/or dynamic script/database content.

2x AMD Opteron 265, If any of websites have a busy forum like 400 people online at once, and/or other heavy dynamic stuff

RAM recommended 2,3,4 GB Resp.

If you have that many sites you might find that disk speed becomes more of an issue than CPU. What sort of disks are they offering?

We are looking at a package comp:

Memory: 2048MB DDR
Storage: 4x 160GB WD SATA RAID5

A key issue with us is the download speed experienced by our clients and their site users.

2GB of RAM is too little for that number IMHO. If email, dns and database are not hosted on this server I'd use:

Dual Opteron 246
4GB RAM
146GBx4 RAID5 U320 SCSI

1000 sites are alot even for this. If you had maybe 1000 domains instead (once again no email/db/dns) this may seem achievable.

Using SATA is a bad idea for heavy web or database servers. SCSI offers a 60% improvement in simultaneous reads/writes compared to SATA (bulk of server activity)

The number of sites on a server is irrelevant to how that server will perform. You can have 1,000 very small non db driven sites, or 1 very heavy duty 100,000+ member forum, using 10 times the resources as those 1,000 small sites. It all comes down to the demands your sites will place on the server. Buy the very best server you can afford. It's always best to shoot high, and have some headroom, than to shoot low and have no headroom. :)

Dual 3.6's these are power hungry and slow.
4GB RAM, fine.
120GB HD, of what type? I can't see much reason to go with 120GB SATA/IDE hard drives over 146GB SCSI personally.

If you can afford this upgrade, then do it now. It's better than needing to upgrade your server down the track.
