Ok,
I want to build my own home server. I have linux and all that stuff installed, my question is, I need a internet connection that won't get mad if a server is on their line. I currently have Comcast, but they don't allow web servers or any of that.

Your best bet would be a T-1 line, but many home ISP's will allow you to run a server on port 80. DSL Exteme, SBC and Covad are 3 that come to mind right away.

DS1's (T1s) are spendy though.. you're well over $100 in circuit access charges before you've even added service to the line.

Is there any particular reason you need to host from home? When you can co-locate a server in a data center for $50/mo or even just lease a server for $50/mo with 100mbit+ connectivity, you need to have unique requirements that drive you to a home solution or it just doesn't make financial sense.

Colocate is the best but if you want to run a server from your home I don't see why Comcast would be upset...It might be against there TOS but I've been running a small server from home for years. If they complain, upgrade to Comcasts new Business Cable.

I think it's enforced differently in different markets. There are many folks in my Comcast/formerATT market (including myself) that have had their service suspended for having a server responding on port 80. Comcast high-speed service is $54.95/mo for 8meg/768k. Comcast business in my market is $129.95/mo for 8meg/768k.

If you go to a company like HiVelocity, EZZI, Colostore, 800hosting, DediWebHost, Cari.net, etc you can rent a server from them with at least a 10meg port and 1000GB/mo in allowed transfer for ~$50/mo.

If standard hosting is your goal, the dedicated/colo option will get you a LOT more for less money. You can definitely host from home, but with pricing being what it is in the dedicated market you'd need a pretty compelling reason.
