I need a host for a non-profit web site. The functions I need are:
50Mbytes, Frontpage 2002 extensions, MS access, asp, VBscript, cdonts.dll.

Can someone recommend an inexpensive hosting service that provides those capabilities?

Sorry I don't know much about Windows hosts so I will let others answer you, but I suggest you do a seach for windows hosting on here and see what you come up with for starters.

Well I highly recomend this host.

I have been with them for almost a year. I have recomended 5 people to them. I just got another notice from them that I was put down as a referal.

Plans start at 3 dollars US. You get 50 megs of space 4 gig of bandwidth a month, they have everything you need and more included.

Their servers are fast and they have never been down since I have been with them.

One thing. If your looking for 24/7 tech support this isent the place for you.

But to tell you the truth I have never needed tech support from them.
