I am looking for a web hosting which can provide < $15.99 per year. I don't care the company size and location. Only things I concern are 1) good support & 2) stable

you want good support and stability for less then $2/month? Get a grip man, asking for hosting for under $2/mo is unreasonable on its own, let alone support and stability, you'd need to sell, you'd need over a 3,000 of those packages to even pay 24x7 support minimum wage, without including *ANYTHING* else.
