Is it possible to set laptop cpu speed manually like you do in pocket pcs?

I have this eMachines AMD 3300+ (2Ghz), and the cpu speed varies even if it is plugged into/with the adapter. It's either 700's mhz, 1.59 ghz, or 1.99 ghz.

Also, at start up, I think the cpu speed is the 700's mhz one.. so is there any way to set the speed at max at all times? (would like to speed up the start up loading too...)

Is there any option to do this on Windows XP control panel?

During the boot sequence it checks to see if your running on battery or AC and adjusts the CPU speed accordingly. Once Windows is loaded it adjusts accordingly based on your settings(usually power saver, normal, high power, dvd playback, etc.).

Quick Answer: There is no way to tweak the check that happens during boot, but before Windows is loaded.
