For the past couple of hours, all our sites have been inaccessible. We get the error message "Connection Refused":

http://philippines.splashscreen.net

We get the same thing with our host's site, http://www.terrastudios.net

Reports at network-tools.com, etc. say that everything is fine.

Any ideas?

is that the sites are down I am not getting any kind of message other than the normal IE screen.

Looks like your host is down, try sending them an email or calling them. Or wait a little while and see if it comes back.

Thanks, Monte. We're so frustrated now, just receiving your reply gave us a bit of comfort :)

When we check Service Status on our WHM, we get "Apache failed". Could this be related?

If you're able to load your server's control panel but your sites are not coming up, try restarting Apache...

if Apache is failing you are not going to get on the net.

Try restarting Apache if it fails then start looking at log files to see why it is failing what has changed etc.

Yea i talked to Matt on msn apache died and wouldn't work so he had to reinstall it, all is good now :)

Perhaps you should review your server logs. It may give you a clue as to what went wrong. When my apache does not start the first thing I do is check /etc/httpd/logs/error_log. %99 of the time it is a syntax error. Soemthing like a misspelled Alias. Anyways, thought I'd mention this :)
