CPanel is more expensive but is generally preferred by customers. Its easy to use and feature packed.

It will be my choice for a long while, or at least until something better crops up.

They are applicable in different usage. Webmin is extremely power(more so than Cpanel), and it is free. However, it is tailored to system administration.

Cpanel, on the other hand, targets the hosting industry, and provides a nice interface for your clients.

If you just have a server you need to administrate, use webmin. But if you have hosting clients who needs control panel, go with Cpanel(or other CPs).
