1. if i open a single paypal or 2checkout account, can i use the same for multiple websites that i personally own?

2. how much does the typical reseller have to invest to activate an online payment system at his website?

3. how much does a chargeback normally cost a reseller (average)?

4. can a client makes a 'deceitful' chargeback even if the hosting company is not at fault... example being a client just wanted to use the hosting companies services for a month FREE OF COST?

5. are such deceitful clients (refer to previous question above) common experience for most resellers?

6. suppose i being the web host wish to refund a client back his money, how much would it approx cost me to do so by crediting his credit card account?

7. (refer to previous question above) can such online payment companies such as paypal or 2checkout re-credit the clients accounts in such cases?

questions you should be asking 2checkout and PayPal?

All anyone here can do is give you their experience with the companies you asked about but as far as the policy of the company you really should ask them and not depend on second hand info that may or may not be right.
