Is it a good deal? That depends on what you consider "good". They could be second rate and over crowded servers with zip support. Therefore you could get what you actually pay for. There's more to hosting value than the price, IMO. :)

I think that they are banking on clients not using the 40GB and overselling - $32 for 40GB is madness..... Is it cogent only?

Not just the price, you need to check on their Support response time. It is important to get quick support if anything goes wrong.

Obviously a rackshack deal or something like that....
That's only $0.80/GB so if they have a LOT of customers they might make some money off of it. But beware of their support. I joined an "affordable host" and it took 3 days to respond:(. Support is key.
