I need to backorder some european tlds (ie .lt, .ee, .lv), where should i go for such service?

You will need to check the various registry web sites to see whether or not such a service exists at all. Links to all registry web sites can be found here:

For .lt - I don't think it's possible. Contact domreg.lt
For .lv - I don't think it's possible. Contact nic.lv
For .ee - it's naive to even HOPE that could be possible. Most restricting registry EVER.
