You would want to use a CMS (content management solution). Something like php-nuke, or any other cms or blog program.

A number of hosts provide auto-installations of these programs, if you are not familiar with their installation procedures. However, you may want to consider installing it yourself, it would be a good learning experience, plus you will have a better idea of where to look, if you run into any problems with the script down the road.

There are so many solutions, it really just depends on what you need it for. I would suggest looking through these:

Blogs
b2evolution
Nucleus
pMachine Free
WordPress

Content Management
Drupal
Geeklog
Joomla
Mambo Open Source
PHP-Nuke
phpWCMS
phpWebSite
Post-Nuke
Siteframe
TYPO3
Xoops

They are all offered in the fantastico script library (auto-installations), which many, many hosts provide.

if you only need a blog i would recommend wordpress, it's a really good blog with a lot of features, if you need a community website, whith for example an image gallery, a forum and so on ... then choose a cms, there are three out there that are really good, cpgnuke from www.cpgnuke.com (http://www.cpgnuke.com), joomla from www.joomla.org (http://www.joomla.org) and/or www.drupal.org (http://www.drupal.org), these cms are fast, secure and easy to use, they all can help you to set up a blogging-website with forum, image gallery and additional modules

EDIT: oh and before i forget: "don't use phpnuke if you want to stay out of trouble" ;)

If you are now looking for a free and easy to use content management system, we highly recommend e107. Its both easy to install and manage, items such as forums, downloads, uploads and extra pages can be easily added to the database with a few clicks. E107 is also extremely easy to skin and customise to change its feeling making it perfect for almost all applications.

EDIT: Sorry it sounds like and advert although it is a great system!
