I just ordered a Plesk server from WebReseller and now have just noticed that it does not say "Includes 16 IP Addresses
(Arin Guidelines)" as the other two say:

Includes 16 IP Addresses

450 GIG Transfer
512 MB DDR RAM
60 GIG - 7,200 RPM HD
Includes 16 IP Addresses
(Arin Guidelines)

FREE 10 Account Billing System


Notice the plesk only says this:
IBM X-SERIES 300 SERVER
Pentium III 1.13
Unlimited Domain Plesk 2.5
60 GIG AND 20.4 GIG HD (20 GIG FOR BACKUP)
512 MB
450 GIG TRANSFER

Am i safe to assume it also comes with 16 IPs as well??

Yes, they are given in blocks of 8's in accordance with ARIN Guidelines..
