I'm considering a new dedicated server for my own sites and I would also like to sell some hosting plans. Is it realistic to run the box using just the free Webmin that's part of RH7.3? Or is it necessary/recommended to also pay for and install Cpanel / WebHostManager? How necessary is the CP/WHM combo? What do they give me that Webmin (for example) gives me? Are there free alternatives to CP/WHM?

Of course there are some free solutions as control panel, make a search if you want at http://freshmeat.net

I think people love WHM/Cpanel a lot and they will choose Cpanel hosting provider. Only if you're going to run hosting for friends then I think you don't have to worry about Cpanel/WHM. I've never used Cpanel or other control panels in my life, root shell is more then enough for me.
