What do you need one for? If this is for a dedicated server you need to ask them and give them a valid reason for it.. If you are on a shared hosting account you need to ask them for one and give them a vaild reason for one such as SSL.. Hope this helps..

You should talk to your hosting provider as they are the only one who can really help you.

You have to get them from your provider. They have to be routed to you and only the provider can do that.

Also, you would still need your provider to route them so you will still be in the same situation.

Keep in mind that ARIN charges for the use of the addresses on a yearly basis too, and you also have to acquire an ASN.

If you need quite a few addresses you will need to fill out an ARIN justification form too. If you need that many IPS I would get a dedicated circuit or something from a backbone provider and let them deal with the IP issues. All we do is call our upstream providers and they handle it for us.
