A little obvious but,
Advertise it in your signature (in forum) on several sites.
Maybe offer a refferal bonus fee.

High Google rank [doubt it]
Advertise on WHT [Im not sure of the returns or if you can afford it]
Signiture [So many of them, I really just ignore them]
Google Adwords [Not sure if you can afford it (if adsense click-fraud will cost you big time)]
Webhosting Directories [So many hosts on them, can you really make yours stand out of 1000's of others who most likely are more experienced than you?]
Webhosting Offers section [Expect people who will come to you for a month then leave (If you even get any from there with the $0.00001.... competition).

Moral of the story: Hard to make your host standout and most fail. If you havnt got investment, I wouldnt start as you will only be wasting your own time and money. If you do go in, I would advise you not to allow annual payments.

yes what flammable said and do target your ads, dont just advertise somewhere where there is no one who is interested in web hosting. i do recommend good SEO and good Website Design. make sure you have all the web host essentials.

good service is the best advertising, ofcourse people will tell other people.
