Nowadays you can simply request some recommendations and you'll get a better idea of who the quality providers are.

Yeah the requests forum went the way of the dodo back in late 2003. Try browsing the offers forum, using http://www.webhostingtalk.com/request.php or asking members for recommendations of the host they know and love :)
