If i get a semi-dedicated server...aren`t most semi-dedicated servers just like regular dedicated servers in that i will have full admin access with the semi-dedicated just as i would with a regular dedicated server?

Ah wait or semi-deds are more like shared accounts...and i wouldn`t have full admin access, right?

This depends a lot upon the company and the plan you select... some have full administrator/root access, some don't.

a pretty good semi-managed plan. They give you root but take of security etc.
