Your budget seems to be right on target. You might want to lurk around the offers section. You can get a decent reseller hosting plan at this price, that will suit your needs just fine. Also you might want to check out places like Tophosts.com or WHReviews to look around for some useful info on providers.

The offers section may work for you. As mentioned your budget is reasonable for what you need... be sure to do a thorough check on companies that you may consider.

You should not have much trouble finding those specs for that price. Be wary of gross over-selling as that will probably mean you end up on an over-crowded server and you'll notice the performance difference (unless the server your current VPS is on is over-crowded too!).

There are many hosts at reasonable prices that would allow 40 domains (or more). Depending on how you use them you might not even need a reseller account.
