If content of a dynamic web-page is loaded from database, can search engines find its content properly?

For example, this page is a php file, when user views it, data (post and replies) are loaded from database on the page. If no one visits it, the page is "empty" or just a link or something else. Can search engines find content of the page similar to find content of a html file?

html file is "static" page, search engines can find its content normally.

by the way, I think my question is not very suitable for this forum, could anyone suggest a good site or a forum of this site which is suitable for my question?
