Does anyone knows where it's possible to by cheap empty 19" chassis...?

I mean 1-3U 19" chassis with only a power supply to build a server using standard equipment ....

you can usually buy them for cheap off companies that have gone bust.

our company just bought a nearly brand new full size one for £100 including glass door, fans, power supply and a couple of patches and shelves.

Give www.rackmountpro.com a look. They have a large selection of cases (and everything else needed to build a server).
