Currently we resell hosting from elitehosts who we would strongly recommend to others although they do not seem to match your requirements. We have herd good reports about goodydomains also. If Cpanel is the choice then you should be able to find one for 1/3 the cost you are looking to pay. Is there a control panel preference?
