I took a couple minutes of footage on my digital camera and it's a little shakey.

Do you know of any method (in Windows Movie Maker, prefreably but not essential) in which I could add a small black top and bottom to the video so it isn't as noticable?

I dont even think that's possible but that's just me.

If it's wobbly it's wobbly unless there's some new super technology.

You should look into movie editing software. I'm sure there are ways to crop frames and manually move it around so it appears still.

Unfortunately I have little experience with video editing so I cannot say for sure.
