Supose I want to transfer a domain from Registrar "A" to Registrar "B".

To which registrar Do I need to pay the cost of transference?.

It is a very basic question , but it is not clear to me.

Oceanworld is correct. You go to your new registrar and then pay them to initiate a transfer. BTW... many registrars offer a reduced transfer-in price to entice you to try them. For example, www.Name.com is offering a $5.99 transfer-in special with subsequent years at $8.99.

Just make sure that the domain is unlocked at the old registrar and if it's not a .com or .net, you will need the EPP "code" to transfer it.

You always pay B. Some registrars make it hard to move away so pick a good one
