Im not living in the states, so im not really familiar with the laws there, but is it compulsory to be registered as a business before you can actually start selling hosting and design services?

Generally not compulsory if you're operating as a sole proprietor, unless you're running or marketing the business under a name other than your own. But in some local jurisdictions it is required, and anywhere there could be advantages.
