Do you know , where I can get plesk for Windows to buy or to rent for the best price except Swsoft ?

they don't deal with small hosts, i'd prefer to buy out the license.

Correct Swsoft doesnt even bother to reply to small potential customers.

If you have your server with a hosting provider, you can ask them, they probably work with many licences and therefore will have "cheaper" licences for rent.
