I have Windows 2000 dedicated server, I search free "email management", so I can create (pop3 and forwarding) and manage my client emails. Any suggest? Where I can download?

Their enterprise version will have an API interface. It won't be free, but I would expect it to be fair priced considering the standard is free. I guessing that it won't be free forever, but more likely to get people to move over then start charging to upgrade to the next generations.
