I also would find it hard to believe if this actually went through. It reminds me of the government trying to charge a set fee for every e-mail you send. That was quickly squashed a few years back.

Wouldn't that be the whole point of using false information. :D

The amount of mail recieved through companies using WHOIS data should be considered harassment. I wouldn't dare put an active phone number in there.
