Price aside what is the best software for automatic billing. I need software that will take all the users details, inc desired domain name, select the package they want, pay via paypal and once payment has been recieved for it to automatically set-up an account for them.

There is so much of this software that it is hard to know where to start

All listed about are great. WHM Autopilot is a very good automation software, it will do all you have listed above...and it has multiple payment gateways (for when you want to stop using PayPal)

WHM autopilot is good, but i would be careful of automated setups after payment.
This is bound to be a target by frauders and you wont like the chargebacks :s.

In my personal opinion, always verify people before activating their account.
Using third party fraud checking services would also help.

This is true, automated billing systems with instant setup to all features will attract fraudsters, spammers, and phishers! However, if you do not allow instant activation on ALL features such as Email, Cron, etc, you can help prevent things like that from happening. Also if you are going to use automated software you might want to look into getting fraud protection such as FraudGuardian.

Modernbill and AWBS get my vote. WHM Autopilot is good also if you are strictly doing Cpanel hosting, although their recurring billing leaves a bit to be desired.

Ubersmith is also another great piece of software... but my vote goes for either Modernbill or ClientExec (once they add add-ons in the signup process).
