I haven't logged into my account in quite a while..

I logged in today only to find that I can't "Open Your PM Inbox".
I can't send PMs either..

The message I receive is as follows:

RisingHost, you do not have permission to access this page. This could be due to one of several reasons:

1. Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
2. If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation.

AFAIK I have not violated any of the forum rules so I'm not sure why I am receiving this error.

Someone please help?

SoftWareRevue,
I read over the guidelines, and it explains why I can't PM anyone (as I currently have a low post count) but it doesn't explain why my post count was reset. According to my profile I have been a member for 3 years now, and was decently active in the past, but I haven't logged-in in at least a year or so..
Thanks in advance.

I only see three other posts prior to today.

Maybe you had a different user name? :s

yea I only see three posts as well.. I don't know it has been so long I guess I thought I was more active then I was. Also the current rules did not exist when I first joined. I was able to PM previously so maybe that's why I thought I had more posts? Anyways thanks for looking in to it.
