A lot of hosts dont allow free web hosting services on their reseller accounts. Free web hosting is a bad idea unless you really know what your doing. Do not allow automated account creation or you will have a spammer create a million accounts. Your best bet would be to go over to freewebhostingtalk.com and get some tips.

A cheap dedicated server running XPanel will suit you the best for such an operation.

Don't go for a reseller, get either a dedicated or VPS.

I wouldnt go with virtual reseller, that's just asking for a huge charge if something goes wrong, or if your bandwidth spikes over your limit etc. VPS or Dedi is the way to go...
