can find a ticket system that logs ticket, but i shall be able to retrieve all tickets to my email client such as outlook, and after that i will reply back through outlook, the ticket system should be able to log the reply also?

i really don't like the web based ticket system, i prefer all the emails are stored locally in my computer.

SupportLogic has that capability I believe. It should notify you when a ticket has been submitted, and you can simply reply by sending an email. That way, you can have it on your computer and your server, because you may never know if your computer will have to be formatted.
