I need to find software that will allow users to upload media (images, movies) and a short description. Other users will be able to download the media and vote on it as well. The software would ideally allow us to create various categories and subcategories as well.

Any suggestions?

Very much any mainstream image gallery out there would do this fairly well. My favorite remains Coppermine Photo Gallery (http://coppermine-gallery.net/index.php )

Coppermine is great, my girlfriend uses it (or did last time I helped her) and it's pretty simple to setup.
