In looking up domain names to see if they exist as a webpage I come accross a lot that seemed to be the same prototyped page with a template that is like a pseudo useful search engine portal page. Here is one that may be similar to what I'm talking about

Where can I find a template to set up this type of page fast. I've noticed a lot of pages like this on the web. They seem to use PHP or CGI to operate and pull up pages. If someone could provide me links to get these or information about them I'd be grateful. :D
