I've seen that control panels and bulletin board software for example give a listing price for the license in their main webpage. Is it possible to get the software legally cheaper than that price getting the same? (I mean, any shop offering the license at a lower price, or so)

Some software vendors offer a reseller program which allows their resellers to sell at a discounted rate, but this is on a per-software basis. Wha software were you interested in?

I'd just like to know if it would be possible to get vBulletin's owned license (one single license) for less than $160.00 USD.

You can sometimes get licences that are being sold on by someone that's no longer using it.

Why do you want it cheaper? $160 is not a lot for a quality product!

Control panels also do have reseller programmes where you may get the control panel cheaper then the listed price on their website. If you go for renting a control panel through a reseller then you may get rates a lot cheper then renting it direct from the company itself.
