i am new to webhosting .i am from UAE. i did a plenty of research and zeroed on hostgator,resellerzoom. But i want some clarifications. Is there any restrictions in opening a reseller account(is it just pay and get activated:) ).and what is this ariv guidlines for getting the staticIP(i came across this word when i browsed:)) .just clear my doubts

Dedicated IP address is an option arround 2USD$ monthly at most cases,

As a reseller you won't need to worry about any ARIN IP delegation guidelines, that's generally all handled by the datacenter you're hosted in.

Most hosts will be as you stated, Pay and Activate. Many have instant activation with payment also!
ARIN guidelines apply to you when you ask for a larger nunmber of IPs. You need to justify the use. For example you host may sites that all want theiur own private nameservers... see what I mean?
