I have a new Raq4 (with cheaper cost), how to migrate from my old Raq4 to this new one? IP Address are different!

The fastest way is to use the Cobalt Migration Utility (CMU), available on the Cobalt site. There is a PDF there with instructions. Note this is for moving sites/users only - if you have databases, run your own dns, have complex scripts or applications on your server, the process is considerably more complex. I sent you a PM.
