'Free' wil require some work. I think there is no free package that integrates billing.
(Still not clear to me whether you want billing for hosting or user accounts on the server or both.)

No, i do not want billing software,
i just need software that i put info for my customers, i already have billing processor.
I only need software to to put user detiles, because i cant remember all .

The only quality piece of free hosting account management software I've heard of is what BlueBoxHost suggested, AccountLabPlus.

Sorry people, AccountLab used to be free, AccountLab Plus is not.
