1.it can let people register their blog
2.it can divided the users to general and vip ...groups
3.no matter if it is free or not

I know it has the ability for others to register their own blog, and it's free... but I'm not 100% sure on the groups part.

Does anybody know a blog publisher which generate .HTML file for each post like blogger.com?

wordpress MU is alright, http://mu.wordpress.org .

It's complicated stuff.

I think boastology.com will meet your requirements.

Wordpress is pretty nice, it's free too.
