Do you know how Preapproved Payment Agreements are set within Paypal? Is that only available to pro service subscribers ?

It's available only for Business accounts

I have a Business Account, i could not find that anywhere in Merchant Options.

Strange - contact PayPal directly then. I see that you from Turkey - this may be reason.

Preapproved Payments are not available for all merchants. You would need to contact PayPal to request this feature.
