A client is wanting to move a .com domain name to myself and the previous host is not responding to his emails. What should be the next step? who does the client contact in situations like this?
Any help is appriciated.

Well the usual first salvo is usually directed at both the registrar the previous host uses, and his upstream, as well as himself. Mention the e-mail you're sending to him has been CC'd to the above mentioned places. In most cases when you bring in their registrar and their upsteam they realize the ground they're standing on is pretty shaky. I've personally never seen another host not step into line following that approach without reason.
Just keep your e-mail civilized and talk to them as an equal (no matter the reality), and you shouldn't have much trouble.
If that fails, most registrars have a complaint e-mail address you can use (OpenSRS for example), where they can bring in the big guns if needed.
