I'm looking for a CMS system for a friends community site and I was hoping someone could point out one that has what he needs.

-Needs to run off MySQL.
-Preferible beable to store multiple pages.
-Needs to work with an existing website so I was thinking a CMS that published the content on blank pages so I could put it on the website with an include function.
-Need to beable to setup multiple users that can publish but with varying levels of access.
Of course the more customizable the better.

opensourcecms.com try that and if you dont find something u like, post to the forum

I've had reasonably good success using WordPress (and in particular it's "Page Editor" system) as a CMS; you have complete control over your templates, and a fairly comprehensive degree of control over user access levels.

Watch that third one. Some CMS's can't be integrated with your own site. For example, I know you can't do that with TextPattern & you have to do some serious tweaking with Xoops.

I got TextPattern working with my last site, a mix of dynamic and static pages. You might try it ot Joomla or Xaraya, or Expression Engine. Movable Type can output either static or dynamic pages. There are lots of options. As pointed out above try opensourcecms.com and cmsmatrix.com for some comparisons.
