I have a Namecheap account and I want to point a domain to my IP: eg. 104.156.35.3

How do I do this? I can't find this option.

As far as I know,

1. Make sure you have domain using their default nameservers.
2. Select the domain to access the domain's settings.
3. Click "All Host Records" under "Host Management" in left column.
4. Enter the destination URL in the www setting and select "URL Redirect" from drop down menu.
5. Click to save changes.

One note to add to the above; If you wish to point to an ip address I would set the record as an "address" record although both options will work.

Is it possible that doing a WHOIS on namecheap domains gives enom INC for registar ?

Namecheap is a reseller of Enom, correct me if I'm wrong

As enetwork says, use an A (address) record, rather than doing URL redirection. It's much more efficient.
