Can I run cgi or pl(perl) script out side of the cgi-bin on an RaQ4 ?

Yes you can

You'll note that it doesn't actually create a cgi-bin (as you'd expect), and that most things run under the cgi wrapper (sometimes problematic, but generally fine 99.9% of the time).
