Many CMS's out there support these features. The trick is finding one that will meet all of your needs the right way. One way you can figure this out is by putting together a list of all the different needs (like submitting news & pictures) and rating them on a scale of importance. Once you know your priorities go CMS hunting (Joomla, Drupal, PHP-Nuke, etc.) and find the one that supports your higher needs better than the rest.

If you are looking for a push in the right direction, maybe posting a more specific list of needs would be a good start. I'm personally biased towards Joomla, so give that project a look-over ;)

Wildcard,

I'd recommend giving e107 a try :) It's a great CMS that just released the latest amazing version: www.e107.org

Yep e107 is most suitable here as you are looking for. Another good CMS is typo3.com, you can try out it as well.

I would sat go to www.opensourcecms.com & try them out. Trust me. I thought I had the right CMS when I asked on here, but went to that site & found one that was 10x better & exactly what I needed.

The best approach would be to get a detailed list from your client with what they want the site to do, now and in the future. Then go and find a SMS to suit.
