1)Support ASP
2)Support MS Access (ODBC) or DSN-Less
3)at least 50mb web space
4)Webmail or SMTP mail server
5)at least 5 e-mail accounts
6)at least 1 sub-domain
7)Stable and reliable!!! (a must)
8)cheap (no more than $7 a month)

If you want stable and reliable you'll have to pay more than $7 / month. Plus you're asking for at least one subdomain. That's a tall order for just $7 / month on a Windows server.
