Connections => I assume you are referring to cogent which is only 1/4th of their connectivity.

Savvis aren't that crappy of providers.

Overselling => 95%+ of the market oversells, and because of being part of ev1.net the successful dial up provider, they are getting their bandwidth super cheap.
