there are many sites saying that they can optimize a site so that it can get top ten search engine rankings ?
Do they really work ? How can ba millions of sites be positioned in top 10 ?

If anyone promises a specific organic (non-advertising) position in a search engine, they're trying to feed you something on a shovel. They can't guarantee something that's out of their control.
They can optimize your site for a term that isn't very competitive, and they might succeed. But will that term bring the right visitors to your site?
If you're considering SEO services, find out what keywords they'll optimize your site for and how they plan to do it. Some SEO tricks could get your site banned from search engines. Good SEO techniques can improve your site's position in search engines for targeted keywords -- but no one can guarantee specific results.

Consult with a reputable SEO specialist (white hats only please). Have you site analyzed to see where you can make improvements to make it moreSE and user friendly from an engineering perspective.
Then, you have a decision to make. You can see whether developmentally optimizing your site is enough to get you the rankings you desire, or you can launch into an ongoing SEO campaign that involves researching your competition and the market and making regular, calculated changes to your content to maximize your SE impact.
Regardless of what you do, if any company promises a certain ranking, they are making a promise over which they have no control, and they are either scamming you (what else can you call promising something you can't control?), or taking one hell of a big gamble, and hopefully they back up their promise with money back!

There are a few on WHT, though I can only really recommend one with whom I've had some experience. That would be WHT member Sitetutor.com (who I'm certain will be changing his user name soon to reflect his independent status). He was formerly a black hat SEO type who converted to a staunch white hat evangelist.
Just to give you the difference between black hat and white hat, I'll break it down really simply:
Black Hat - highly effective short term, very risky long term (techniques could result in SE bans), typically regarded as unethical beings, generally cheap - look for quick fixes.
White hat - moderately effective short term, highly effective long term, little-to-no risk of SE bans, typically ethical, generally more expensive - look at long term strategies.
There are a few others who talk the talk the right way too. There's a development company down the street from me who I've recommended a few times in the past, www.thekarchergroup.com - they are very proficient in SEO and carry some very large accounts. They are not cheap, but you get what you pay for!

There are many theories on about SEO.
Each SE and their algorithm.
However, all of them give a big attention on how many back links you have to your website.
The more quality back links that you have - a link from the same industry website, the more weight it will get.
If you will do a check on some popular keyword you will notice that all of the top 10 website have lots of back links. Although its sound simple, but not many can afford to build a back link network. That could take months and sometime years, depends on how many competitors you have on a specific keyword or phrase.

I consider myself a top-notch SEO... as I have had better than average results with my campaigns. For 99.9% of all keywords, I dare to say it is possible to at least get on the first page within a year's time. But you will be paying big bucks for this... in the ten's of thousands (for competitive words). There are websites out there that have employees that work full-time in getting backlinks. You have to know who you are going up against.
